In the past three years, global economies have faced three major challenges: the COVID-19 pandemic, a significant rise in inflation and the Russia-Ukraine conflict, which has increased geopolitical tensions. These events had negative consequences on global economic growth prospects, with an uneven impact, especially among the Mediterranean countries.

The Russia-Ukraine conflict, the focus of this volume, has resulted in a rapid increase in wheat prices to levels not seen since 2008, as well as oil and gas prices, transport and insurance costs, leading to trade instability and port disruptions. Restrictions on bank transfers with Russia have further aggravated economic conditions. Globally, the recession has amplified economic downturns, reduced employment, transport and productivity, with severe disruptions also in supply chains.

Possible actions for a recovery, especially for commodities such as fuel, are identified in the implementation of policies aiming at energy security through sustainable solutions in line with the UN 2030 Agenda.
